The military uniform has a transparent camouflage pattern under the outlines so if you change the color of the decals, the camouflage pattern changes colors. This decal was made in TheGimp, a great, free, photoshop like raster editor.
The Roman gladiator decal has a chestplate, straps and a belt. You can wear it with your skin tone under it, or you can be decent and wear an undershirt. Either way, it's transparent where it should be. This decal was made in Inkscape, an awesome free vector program.
