ZSNO's Misc Lights v4 to v4: 
Added more colors of plane strobes
Removed negative lights since they don't work anymore

- Properally named all the datablocks (Putting Light on the end of them)
- Changed delay for blinking plane lights for more realisim
- Made Street Light with a flare
- Added Small, Medium, and Large Negative lights

- Plane Strobe Red
- No Flare White
- No Flare Streetlight
Removed the following lights:
- Alarm S to E
- Alarm E to N
- Alarm N to W
- Alarm W to S
